Commuters in Mumbai continue to face difficulties as the strike by drivers of wet-leased buses under the Brihanmumbai Electric Supply and Transport (BEST) utility enters its sixth day. Amid the ongoing strike, Mumbai’s guardian minister, Mangal Prabhat Lodha, has assured citizens that the affected BEST bus services will be restored within the next 24 to 48 hours.

Overcrowded Buses and Disrupted Services

At numerous bus stops across the city, people are encountering overcrowded buses and extended waiting times due to the disruption in bus services. The frequency of bus transport, particularly in the suburbs, has been severely affected. Currently, out of the total 3052 buses in the BEST fleet, 2,651 are in operation. To alleviate the inconvenience faced by commuters, the state transport (ST) corporation has contributed 180 buses, and over 200 school buses have also been deployed.

Private Bus Operators’ Strike and Demands

The root cause of the ongoing strike is the demand for improved pay and parity between drivers of wet-leased buses operated by private contractors and the employees of BEST. Presently, 796 out of the more than 1,600 wet-leased buses remain off the roads due to the strike. The private bus operators’ demands include salary hikes, Diwali bonuses, and comparable facilities to those offered to BEST employees.

Government’s Response and Commitment to Resolution

Addressing the situation, Minister Mangal Prabhat Lodha emphasized the government’s proactive approach to resolving the issue. He affirmed that the state government is committed to ensuring both citizens’ convenience and justice for contract employees. He stated that the government is actively working to bring the affected BEST bus services back to normalcy within the next 24 to 48 hours.

Shortage of Buses and Ongoing Negotiations

Acknowledging the shortage of around 400 buses, Lodha reassured that the government is actively seeking solutions, including recruiting additional drivers. He disclosed that two meetings have already been held with the owners of the leased buses to address the concerns of the striking drivers. The owners have been urged to address the drivers’ legitimate demands regarding wages, bonuses, and essential amenities.

Striking Workers’ Demands and Chief Minister’s Intervention

The striking employees of the private bus operators contracted by BEST have voiced their aspirations for permanent employment within the civic-run transportation system. They have expressed the desire for “equal remuneration” and parity with regular BEST employees due to their equivalent efforts. They expressed confidence that Maharashtra Chief Minister Eknath Shinde would intervene to fulfil their demands.

The Continued Strike

Vikas Kharmale, coordinator of the newly-formed group of wet-leased bus employees, highlighted that the strike, involving 7,000 to 9,000 employees from various private bus operators, will persist until their demands are met. The striking employees are resolute in their decision not to negotiate with the BEST administration, seeking direct engagement with the state government.

Challenges Faced by Drivers

Employees of private bus operators, sharing their grievances, shed light on their financial struggles. Conductors are reportedly earning just Rs 12,500 per month, which is deemed insufficient for survival in Mumbai. Similarly, drivers are facing challenges with their promised salaries not aligning with the amounts they receive, creating difficulties in maintaining a livelihood.

Importance of BEST Bus Services

The BEST undertaking plays a pivotal role in Mumbai’s public transportation system, serving millions of commuters daily. It operates a diverse fleet of over 3,100 buses, including both self-owned buses and those operated through wet-leased contracts. The disruption in services has underscored the critical role these buses play in the daily lives of citizens.

As the strike continues, all eyes are on the government’s actions and negotiations to swiftly restore the BEST bus services, providing much-needed relief to the citizens of Mumbai.
