In June 2026 the Maharashtra government approved CIDCO’s ₹5,575 crore expansion of Navi Mumbai Metro, connecting Line 1 to Navi Mumbai International Airport (NMIA):
| Line | Route | Length | Stations |
|---|---|---|---|
| Line 1A | Belapur – Sagar Sangam | 3.02 km | 2 |
| Line 2 | Pendhar – NMIA Terminal 4 | 14.07 km | 11 |
- Line 1A will meet the proposed Gold Line (Line 8) at Sagar Sangam, giving western Navi Mumbai direct airport access.
- Line 2 will run through Taloja MIDC to the airport and connect with Line 12 at Amandoot.
- Together with Line 1 they form a continuous 28 km line from Sagar Sangam to the airport.
- Timeline: construction from FY 2027–28; operations targeted for FY 2031–32.
The Gold Line is planned to link NMIA with Mumbai airport (CSMIA), where Line 3 and Line 7A connect.
About Navi Mumbai and its metro
Navi Mumbai is a planned satellite city of Mumbai founded in 1971. After Independence, Mumbai’s population grew rapidly, and by the 1970s industrial and commercial growth had made the city badly overcrowded. To relieve the pressure, the Government of Maharashtra planned a twin city across the harbour: Navi Mumbai.
In March 1971 the City and Industrial Development Corporation (CIDCO) was formed to develop and maintain the new city, and for its first ten years it was the only authority responsible for Navi Mumbai. CIDCO planned 14 nodes, each with its own railway station and commercial centre:
| Area | Nodes |
|---|---|
| North Navi Mumbai | Airoli, Ghansoli, Kopar Khairane, Vashi, Sanpada, Nerul, Belapur |
| South Navi Mumbai | Kharghar, Kamothe, Kalamboli, Pushpak Nagar, Panvel, Ulwe, Dronagiri |
As the population grew, CIDCO looked to strengthen public transport beyond the suburban railway. Delhi Metro Rail Corporation (DMRC) carried out the feasibility study and prepared a metro master plan. The first plan proposed six corridors covering about 120 km; the revised plan finalised five corridors covering 106.4 km, while two earlier metro corridors (Uran – Ranjanpada – Nerul and Ranjanpada – Kharkopar – Seawoods) became suburban rail corridors instead.
Original DMRC master plan (historical)
| # | Corridor | Length | Implementing authority |
|---|---|---|---|
| 1 | Belapur – Taloja – Pendhar – Khandeshwar – NMIA | 23.4 km | CIDCO / Maha Metro |
| 2 | Mankhurd – NMIA – Panvel | 32 km | MMRDA |
| 3 | Sewri – Kharkopar – NMIA (MTHL) | 22 km | MMRDA |
| 4 | Dighe – Turbhe – Belapur | 20 km | NMMC |
| 5 | Vashi – Ghansoli – Mahape | 9 km | NMMC |
| Total | 106.4 km |
This was the original long-term plan. Only Line 1 Phase 1 has been built; the newer plan approved in 2026 (Line 1A and Line 2) replaces the earlier phases 2 and 3 for the airport link.
Line 1 phases
Line 1 was planned as a 23.4 km corridor from Belapur to Khandeshwar in three phases. The state appointed CIDCO as implementing agency on 30 March 2010, the line received approval on 29 April 2010, and Chief Minister Prithviraj Chavan laid the foundation stone on 1 May 2011.
| Phase | Route | Length | Stations | Status |
|---|---|---|---|---|
| Phase 1 | Belapur – Kharghar – Taloja – Pendhar | 11.1 km | 11 | Operational |
| Phase 2 | MIDC Taloja – Kalamboli – Khandeshwar | 10.3 km | 8 | Planned (superseded by Line 2 to NMIA) |
| Phase 3 | Link between Phase 1 and Phase 2 | 2.0 km | – | Planned |
Why it took 12 years
Construction of Phase 1 began in November 2011 with a 2014 deadline. The original consortium missed it, and CIDCO extended the deadline to the end of 2016, which was also missed. With only about 60% of station work complete, CIDCO terminated the contract on 11 January 2017 and re-tendered the remaining stations.
In January 2021 CIDCO appointed Maha Metro to complete the project, and work finally gathered pace. After a trial run in December 2022 and safety certification in June 2023, the line opened on 17 November 2023. Phase 1 cost about ₹3,064 crore at completion (the 2012 estimate for all three phases was ₹4,068 crore).
