In a heartwarming gesture set to bring joy to hundreds of migrants traveling to their hometowns in the Konkan region to celebrate Ganeshotsav, the National Highways Authority of India (NHAI) has undertaken a significant project. They have decided to open a 42-kilometer stretch of the Mumbai-Goa highway just in time for the festival. This stretch, spanning from Panvel to Kasu in Raigad district, will provide smoother connectivity for travelers. The NHAI is currently converting this bituminous road into a sturdy cemented one, ensuring a safe journey for all.

Connecting Mumbai and Goa

The grand plan is to create a 555-kilometer-long highway that connects the bustling city of Mumbai to the serene beaches of Goa. Out of this, 460 kilometers fall within Maharashtra, reaching up to Patradevi in Sindhudurg district. To achieve this ambitious goal, the NHAI is constructing an 84-kilometer section of the highway, specifically from Panvel to Indapur in Raigad district. This massive project has been broken down into two packages: Package 1 covers the initial 42-kilometer stretch from Panvel to Kasu, while Package 2 focuses on the remaining 42 kilometers from Kasu to Indapur.

Contractors on Board

To make this dream a reality, JM Mhatre Infra Pvt Ltd was entrusted with Package 1, with an allocated budget of Rs 151 crore. Simultaneously, Kalyan Toll Infra was handed Package 2 in November 2022, signaling a significant step towards completing this crucial highway.

The Road to Completion

The journey to construct this vital highway hasn’t been without its share of challenges. Initially, Supreme Tollways Pvt Ltd was given the task of constructing the entire 84-kilometer stretch from Panvel to Indapur back in 2011, with an expected completion date of 2014. Unfortunately, this project faced numerous hurdles, including issues related to land acquisition and utility shifting. Although these issues were resolved by 2014, the company then encountered financial difficulties.

NHAI’s Support

To keep the project moving forward, the NHAI provided a financial lifeline of Rs 550 crore to the struggling contractor. With this financial boost, the contractor managed to invest Rs 500 crore and completed the construction of the initial 42-kilometer stretch from Panvel to Kasu (which includes two lanes on each side). However, the progress on the remaining 20 kilometers planned in Package 2 was slower than anticipated. Consequently, in 2021, the NHAI decided to terminate the services of the contractor due to the delays.

Legal Battles and New Beginnings

The contractor, in a bid to oppose the termination, took the matter to the high court twice and the Supreme Court once. However, in all instances, the courts ruled in favor of the NHAI. Subsequently, in 2022, the NHAI appointed two new contractors to pick up where the previous one left off.

Weathering the Elements

One of the significant reasons for converting the road from bituminous to cemented is the heavy rainfall in this region. As of now, 32 kilometers out of the 42 kilometers from Panvel to Kasu have been concretized, with the remaining work still in progress. The aim is to have this stretch ready in time for the Ganesh festival.

Package 2 Progress

In Package 2 of the highway project, work is ongoing to complete the stretch from Kasu to Indapur. This includes the construction of underpasses and bridges, along with the cementing of the road. The expected completion date for this section is December 2024.

Shared Responsibilities

While the NHAI is taking care of 84 kilometers out of the 460-kilometer Mumbai-Goa highway in Maharashtra, the remaining 376 kilometers are being managed by the state Public Works Department (PWD). This collaborative effort signifies the collective commitment to creating better, safer highways for the people of Maharashtra and travelers to the Konkan region.

In conclusion, NHAI’s relentless efforts to open this 42-kilometer stretch of the Mumbai-Goa highway before the Ganesh festival highlight the organization’s dedication to providing seamless connectivity for the people of Maharashtra and those traveling to celebrate Ganeshotsav. This project not only demonstrates infrastructure development but also serves as a beacon of hope and relief for countless individuals during the festive season.
